I wrote to you on 8 July 2024 to inform that we had identified an error in the dynamic baseline files which we published throughout 2023/24, which adversely impacted the National Spread Benchmark (NSB) for NPP1 customers. As stated in that communication, Royal Mail waived all NSB profile adjustment charges incurred by NPP1 customers for 2023/24. We also published the correct dynamic baseline files for 2023/24 on 8 July.
We acknowledge that NPP1 customers will have also been working to an incorrect dynamic baseline through April to July 2024, which we appreciate may have had an adverse impact on your planning for this period. In recognition of this, we have decided to reduce the NSB profile adjustment charges incurred by NPP1 customers for 2024/25 by a third.
Urban Density profile adjustment charges for NPP1 customers and all profile adjustment charges for APP2 and Regional Price Plan customers for 2024/25 will apply as normal.
To ensure this type of error does not happen again, we commissioned an independent 3rd party auditor who has carried out a full review of the Dynamic Baseline model and the Quarter 1 files we have published today. We are pleased to advise that the audit has approved these files. Some additional controls have been implemented to ensure the mistake identified last year cannot be repeated.
We apologise again for the mistake. To be clear, the error only impacts the NSB which is applicable to NPP1 customers.
