As we announced in August, we are introducing dynamic baselines into the Access Letters Contract (ALC) from 1 April 2023.
Dynamic baselines enable Royal Mail to create a baseline for a period comprised of data from the same period in which the customer is posting. This will make things simpler and ensure that the customer’s posting profile for that year will be measured against a baseline of the same year, and addresses the primary concerns raised by customers regarding being measured against a historical national mail profile.
In November. following a request from some customers, we created an illustrative dynamic baseline for the period January 2021 to December 2022 to help NPP1, APP2 and Regional price plan customers with preparing to implement and be measured against dynamic baselines from 1 April 2023.
We have now uploaded an illustrative dynamic baseline for the period January 2022 to December 2022 which you can find here. We will also be publishing the next rolling quarter update in May 2023.
For the avoidance of doubt, for financial year 2022/23 we will continue to measure customers’ performance against the Royal Mail profiles already published on the Royal Mail Wholesale website at www.royalmailwholesale.com/permitted-variances-and-profiles.
